Security Specialist

This position is in the Export-Import Bank of the United States (EXIM), Office of the Chairman, Chief Operating Officer, Office of Security Services (OSS). The incumbent serves as a Security Specialist expert practitioner with primary responsibilities in Insider Threat Program (ITP) operations and analysis, and Operations Security (OPSEC) program support. The incumbent performs advanced analytical, assessment, and program implementation functions supporting EXIM's compliance with Executive Order (O.E.) 13587, the National Insider Threat Policy, National Insider Threat Task Force (NITTF) Minimum Standards, NSDD-298, and applicable Intelligence Community directives. Duties typically include, but are not limited to:

  • Develops and maintains analytical products, including threat profiles, insider threat risk assessments, indicator matrices, and trend analyses.
  • Prepares executive summaries and decision briefs for the ITPM and senior leadership that translate analytical findings into actionable recommendations.
  • Leads and supports case management for insider threat inquiries and investigations. Serves as an expert participant in EXIM's cross-agency Insider Threat Working Group (ITWG).
  • Conducts complex periodic insider threat risk assessments to systematically identify personnel, counterintelligence, cyber, and operational vulnerabilities, documents findings and tracks remediation actions to closure.
  • Maintains current awareness of national-level insider threat policy developments, Intelligence Community guidance, and evolving adversary tactics.
  • Maintains EXIM's Critical Information List (CIL) and associated indicators in collaboration with other OSS stakeholders.
  • Conducts expert threat analysis for OPSEC purposes, integrates intelligence reporting, opensource intelligence (OSINT) findings, and counterintelligence assessments to evaluate foreign intelligence entity (FIE) capabilities and intentions directed against EXIM activities.
